The leaking water regulating well. (Part:1)

The well is manufactured to regulate the water level in the sedimentation pond. But the sealing between the various parts of the well is leaking.
This pond is just one in a whole system along this highway.
Here we assist the buyer, contractor and well manufacturer in their quest to find the cause.
