Moïse may rule Haiti by decree amid deadlock (14 Jan 2020) Embattled Haitian President Jovenel Moïse might rule by decree until new elections can be held for both houses of parliament sometime this year, leaving the government in further disarray after a tumultuous year of sometimes violent street protests aimed at removing Jovenel from power.

Parliamentary elections were supposed to be held late last year, but were repeatedly delayed by opposition parties, who refused to vote on a date and who called on Moïse to resign after a scandal shook the administration over corruption charges on government contracts and spending programmes.

Moïse pledged Monday to use authorised budget funds to build schools and provide for social programmes, and will call for parliamentary elections in the near future but provided no guidance on when such elections might be held.

The president said the political vacuum could be beneficial for the country since political tensions have paralysed the island for over a year, making it difficult for his administration to address a multitude of problems facing the country.
